Suppliers, and would-be suppliers, of goods and services have many opportunities to do business with WSSC Water. Here's an overview of the many goods and services we need and use every day.
The Procurement Office, which operates within a Centralized Purchasing environment, is made up of two teams: the Goods and Professional Services Team and the Architectural/Engineering and Construction Group.
The Architectural/Engineering and Construction Group is responsible for architectural and engineering contracts that support WSSC Water's day-to-day operations. The Group seeks cost-effective services while also ensuring fair and equitable treatment and promoting contracting opportunities for all business enterprises.
Architectural/Engineering and Construction are evaluated and awarded per WSSC Water Procurement Regulation 6.15.310, Competitive Sealed Proposals.
When Architectural/Engineering and Construction services are required, an ad will appear in the WSSC Water Supplier Portal. It will give a general description of the services sought, submittals required (e.g. Standard Form 330), the closing date and the required level of minority business participation, as appropriate.
We may use a two-phase bidding process: a technical first phase composed of one or more steps in which bidders submit un-priced technical offers for evaluation, and a second phase in which the acceptable technical offers have their price bids considered. At the Chief Procurement Officer’s discretion, a "best and final offer" stage may be included, in which acceptable bidders are invited to improve or adjust their offers.

After receiving un-priced technical offers, amendments to the Invitation for Bids may be distributed.
In the Request for Proposals, all of the evaluation factors, including price, will be clearly stated and only those factors will be used to evaluate Proposals. "Price" is a mandatory evaluation factor. The relative weight of the evaluation factors will be clearly specified in the bid/proposal instructions, in percentages.
